MOI's Answer to Traffic Congestion: Screw it up!!

I read this article about MOI's plans to limit congestion on Kuwaiti roads. Basically, instead of removing all those pesty taxis & underage drivers, the MOI decided to limit the drivers to people with University Degrees, etc.

Justice REALLY IS blind, way to go MOI!!
